Special notice for parents of children born in Argentina with a claim to U.S. citizenship and other U.S. citizens who may be dual nationals:

Children born in Argentina to U.S. citizen parents, except those in diplomatic or official status, acquire Argentine citizenship at birth as well as a possible claim to U.S. citizenship. They are dual nationals, and are required by Argentine Immigration authorities to use Argentine passports to leave Argentina.

In addition, all U.S. citizens are required by law to present a valid U.S. passport to enter and leave the United States (Section 215b of the Immigration and Nationality Act).

Parent(s) permission to travel out of Argentina with the other parent

A parent or guardian traveling alone with a child who resides in Argentina must present to Argentine authorities a legalized permission letter in Spanish (Autorización de Viaje) from the non-accompanying parent upon departure from Argentina.  Therefore, either parent may prepare an authorizing letter for the other parent to travel abroad with the child in case of emergency.  A local notary public (called an escribano in Argentina) may prepare the autorización de viaje letter.  If this notarized authorization is prepared in the United States, Argentine authorities will require an apostille from the United States in addition to the notarized authorization.  Please see this link for more information about an apostille:  Apostille Requirements (state.gov).

 

Eligibility:

You may submit a passport renewal by Correo Argentino or DHL only if all of the following apply:

Your passport is:

  • Undamaged;
  • Issued within the last 15 years;
  • Issued with a 10-year validity;  and
  • Issued in your current name or you have changed your name (by change in marital status or court order only) since your passport was issued and can submit legal documentation (marriage certificate, divorce decree, or court order) to prove this change.

Application Submission Process:

  • Note DHL delivery services of the passport application to the Embassy are only available from the specific, participating DHL offices in Córdoba, Mendoza, and Santa Fe Provinces
  • Applicants in the City of Buenos Aires and other provinces must send their application packages via Correo Argentino’s trackable mail service of “Carta Certificada Plus” instead of DHL.)


How to Renew your passport by mail – Please submit: 

  • Proof you paid your application fee.  Printout of email from Pay.gov using this link that confirms you successfully paid the non-refundable $110 application fee; insert Argentina as renewal location. Applicants may create an account or instead utilize the payment form as a “guest user.”  Pay the application fee online at the following website:  https://pay.gov/public/form/start/607957567
  • Your completed renewal application. Fill out and submit your DS-82 passport application form online, using the Passport Wizard. Sign and date on the line labeled Applicant’s Legal Signature;  If applicable – Evidence of Name Change – e.g. Marriage Certificate, Divorce Decree, or Court Order (name change must have taken place after your previous passport was issued);
  • Your most recent full-validity U.S. passport,
  • One color passport photograph (5 x 5 cm);
  • Social Security Number:  If you do not have a Social Security Number, you must also submit a statement on a separate piece of paper, signed and dated, that includes the phrase, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct: I have never been issued a Social Security number by the Social Security Administration.”  
  • Return, pre-paid DHL airway bill. Family members or trusted friends may purchase the DHL pre-paid airway bill on the applicant’s behalf, but the airway bill must contain the applicant’s name, as listed in the applicant’s U.S. passport.  Passports are delivered via DHL so please do not send Correo Argentino stamps.

Processing time is approximately three weeks.  

Please be sure to include all requested documents in the application package as any missing information may result in delays or denial of your passport application.  

If you pay with an Argentine-issued credit card, note that the Government of Argentina currently imposes two different taxes on foreign transactions from Argentina using an Argentine-issued card.  Currently, Argentine tax rules may result in tax fees of approximately 65 percent, in addition to the U.S. passport application fee, for those applicants who elect to use an Argentine-issued card to make a payment.  Applicants using U.S.-issued credit cards should not incur this tax.  Please note that passport application fees are non-refundable.

Form

You must complete and bring Form DS-82 if ALL of the following are true of your most recent U.S. passport:

  • Undamaged and can be submitted with your application,
  • Issued when you were age 16 or older,
  • Issued within the last 15 years, and
  • Issued in your current name or you can legally document your name change.

You must complete Form DS-11 if any of the following are true:

  • Your expired passport has been lost, stolen or damaged,
  • You were under age 16 when your most recent passport was issued,
  • Your most recent passport was issued more than 15 years ago.

What to Bring to Your Appointment

  • Completed passport application form,
  • Previous U.S. passport + copy (data page only). Your new passport will be issued with the same name in your most recent passport, unless you include with the application an original or certified court order or marriage certificate showing a change in name. These documents will be returned to you at the end of your appointment,
  • One (1) 5 cm x 5 cm passport photograph,
  • Current government ID (e.g. Argentine DNI, Argentine Passport, U.S. Driver’s license, military ID, foreign passport, etc.) + copy
  • Social Security number. If you do not remember your Social Security Number or don’t have one, please inquire with our Federal Benefits Office.  It is mandatory to have a Social Security Number.  Failure to provide the social security number will delay the passport application process.
  • Passport fee.
  • If the passport submitted contains a baby photo or the person has changed a lot, you will need to present progression photos to verify the physical development and identity.
  • DHL Waybill for delivery of passport

Applicants Age 16 and 17

If you have your own identification document (ID), you may apply for a passport by yourself. However, we strongly recommend that at least one parent accompany you to show parental awareness.

Examples of Parental Awareness:

  • A parent appearing with you in person when you apply for your passport
  • A signed statement consenting to issuance of a passport from at least one parent (should be accompanied by a photocopy of that parent’s ID).

If you do not have a current ID, you must show at least one parent knows that you are applying for a passport.

Your passport application may be denied if we have received written objection from one of your parents or legal guardians.

Forms

All applicants age 15 and under must complete and bring Form DS-11.

Passports for Children

All children must appear in person. Parents must sign the passport application for all children under age 16. The child’s birth certificate, parents’ or guardians’ own passports or other legal identification, and a copy of the court-ordered guardianship, if applicable, are required. If the old passport contains a baby photo, you will need to present progression photos to verify identity of the applicant.

If one parent is unavailable to appear at the Embassy, an original, notarized Statement of Consent is required, along with a copy of the absent parent’s signed photo identification, which was presented to the notary.  The Statement of Consent is only valid for a period of 90 days.

  • Original birth certificate of the child + copy,
  • Previous U.S. passport, if applicable + copy (data page only),

If your valid U.S. passport has been stolen and you have immediate travel plans, the American Citizen Services unit may be able to issue you an emergency passport.  You will need to bring a copy of the police report and your airline tickets.  If you require a replacement for a lost passport, you must make an appointment.

Appointments are required in the case of a stolen passport with immediate travel plans.  Send us an email at BuenosAires-ACS@state.gov with a copy of your itinerary.  Please note that failure to renew a previously lost or stolen passport in a timely manner prior to your travel is not an emergency service, and you will need an appointment to receive a new passport.

You must complete and print all necessary passport forms using the Passport Wizard and bring them to your appointment or you will have to schedule another appointment.

What to Bring to Your Appointment

  • Completed form DS-11 Application for a U.S. Passport,
  • Completed form DS-64 Statement Regarding Lost or Stolen Passport,
  • Photo identification, if available (i.e. valid driver’s license or military ID) + copy,
  • Proof of citizenship, if available (i.e. copy of passport, U.S. birth certificate or Naturalization Certificate) + copy,
  • One (1) 5 cm x 5 cm passport photograph,
  • Police report of the loss or theft + copy,
  • Passport fee,
  • DHL Waybill (if not requesting an emergency passport)

Applicants Age 16 and 17

If you have your own identification document (ID), you may apply for a passport by yourself. However, we strongly recommend that at least one parent accompany you to show parental awareness.

Flight Changes

Emergency passports are not issued on weekends or holidays. They are generally ready same-day, at 3:00 pm. However, unforeseen delays can happen. If you must reschedule your flight because of a lost or stolen passport, please wait to make your new reservations until after your visit to the Embassy.

If you have already been issued an emergency limited validity passport and you need to replace it for a full validity passport please follow the instructions below.

Fees:

There is no fee required to replace an emergency limited validity passport for a full validity passport as long as it was issued within the last year and did not have any restrictions in place at the time of issuance.

You must include in the envelope:

  • Form DS-5504: fill out and submit your passport application form online, using the Passport Wizard
    • You must print and sign the DS-5504 application on the line labeled Applicant’s Legal Signature (age 16 and older) or Mother/Father/Parent/Legal Guardian’s Signature (if identifying minor)
    • Note the strict requirement to provide your U.S. Social Security Number on the DS-5504 application
      • If you do not have a Social Security Number, you must also submit a statement on a separate piece of paper, signed and dated, that includes the phrase, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct:  I have never been issued a Social Security number by the Social Security Administration.”
  • Your emergency limited U.S. passport, must be included
  • One color passport photograph (5 x 5 cm, white background)taken within the past 6 months, no eyeglasses
  • If applicable – Evidence of Change of Name – e.g. Marriage Certificate, Change of Name, Statutory Declaration or Court Order (name change must have taken place after your previous passport was issued)
  • Return, pre-paid DHL airway bill – only available from one of the below participating DHL offices.  Family members or trusted friends may purchase the DHL pre-paid airway bill on the applicant’s behalf, but the airway bill must contain the applicant’s name, as listed in the applicant’s U.S. passport.
    • DHL Córdoba: Ayacucho 23, Córdoba City
